About CTG:

The International Organization for Migration in Afghanistan implements multi-donor projects and programs to support and inform operational processes towards the provision of humanitarian and community development assistance by IOM and its partners. The Displacement Tracking Matrix (DTM) is IOM’s information management system to track and monitor population displacement during crises; the DTM is composed of different tools and processes. The main objective of DTM in Operations Assistant, the DTM Enumerator collects data for DTM’s Longitudinal Returnee Survey programs.

Duties and Responsibilities of the Enumerators at CTG:

  • The position holder should contact those on DTM’s internal Lists, especially, returnees as part of DTM’s REMAP’s LRS activity.
  • Schedule meetings to collect data through DTM’s data collection tools.
  • According to the DTM operations assistant’s operational plan, conduct evaluation and surveys as part of DTM’s LRS REMAP activities in designated geographical areas.
  • Making a strong relationship with relevant data sources in the related geographical areas including different NGO and governmental partners.
  • Ensure the accuracy and exactness of the information collected and amend the questionnaire form at the end of each interview and registrations.
  • Identifying and correcting inconsistencies, inaccuracies, and omissions in data before submission to the SQL server.
  • Submit all completed surveys to the DTM Team Leader on time.
  • Follow up on data quality inquiries and do the clarifications required by the DTM Operations Assistant, or DTM Management team in Kabul, and edit the forms/questionnaires as a requirement, and in alignment with the information received from assessment and survey participants.
  • Encoding all the collected data into the Kobo System using a Computer or other devices.
  • Prepare a report about the daily activities, submit it to the DTM Team leader, and make relevant recommendations.

The ELCS act as a core partner in the newly awarded USAID-funded Assistance for families and indigent Afghan to Thrive (AFIAT). This project aims to develop access to the delivery of quality health and nutrition services in the country.

  • Firstly, collaborate closely with the survey team and provide guides to collect the required technical inputs for topographic, cross-sectional, and longitudinal surveys of the selected watersheds and irrigation schemes.
  • Design irrigation schemes and watersheds using project-specific technical guides to ensure that the final design is economically sustainable, technically feasible, and socially acceptable.
  • Improve the technical requirements for designed sub-projects with the aid of the field supervisor.
  • Collect information from a water resources expert and an agronomist, as well as establish a water balance.

  • Prepare a comprehensive and practical development plan for the designed sub-projects, taking into account the project’s climatic conditions, remoteness, and technicality, as well as the project’s available resources.
  • Revise and adjust the concept drawings during implementation based on on-site requirements
  • For each irrigation system, prepare As-Built drawings (If required).
  • Provide project managers with direction, mentoring, and advice to ensure a smooth implementation.
  • Perform a semi-annual cost analysis based on market value for building materials with the aid of field supervisors.
  •  The applicant must fly or be transferred to other regions for any assigned tasks depending on the project’s emergency status.
  • Lastly, carry out all other project-related functions as directed by the senior design professional or upper management.

Job Requirements:

  • A bachelor’s degree in civil or irrigation engineering.
  • 5 years of professional experience designing irrigation schemes or associated irrigation infrastructures for reputable organizations.
  • Watershed or irrigation infrastructure design expertise would be a distinct advantage.
  • Working closely with government counterparts and offering training/capacity-building experience.
  • Expertise in modeling applications such as AutoCAD, Civil 3D, Google Earth, and Microsoft Office.
  • Excellent interpersonal and communication skills.
  • Dari and Pashtu fluency.
